How the Anmeldung works
The Anmeldung (address registration) is one of the first bureaucratic steps you must complete when moving to Germany. Under §17 of the Bundesmeldegesetz (Federal Registration Act), you are legally required to register your residence within 14 days of moving in.
Why it matters: Your Anmeldung registration is the foundation for nearly everything else in Germany. Without the Meldebescheinigung (registration certificate) you receive, you cannot open a bank account, sign a phone contract, register a car, or access many government services. The tax office also uses this registration to automatically issue your Steueridentifikationsnummer (tax ID number), which arrives by post 2-4 weeks later.
The key document: The most commonly missing item is the Wohnungsgeberbestätigung, a landlord confirmation form. Since 2015, landlords are legally required to provide this to tenants. It confirms the address, move-in date, and is signed by the landlord. If your landlord refuses, remind them that non-compliance can result in a €1,000 fine.
The process: You visit your local Bürgeramt (citizens registration office) with all required documents. In major cities like Berlin, you typically need an appointment booked online, and wait times can be 4-8 weeks. Smaller cities may allow walk-ins. The registration itself takes about 15 minutes, and you receive the Meldebescheinigung immediately. Request several certified copies as many services require originals.
For non-EU citizens: You will also need to show your valid visa or residence permit. If you entered on a job seeker visa or other temporary visa, you may need to apply for your work residence permit separately at the Ausländerbehörde (foreigners authority). This is a different process from the Anmeldung.
